The Beni Enzar border crossing in Melilla has returned to full operation for vehicle and pedestrian traffic in both directions following a gradual reopening. Conditions were reported calm, with no significant incidents or confirmed successful new entries.

Morocco separately reported that 1,135 people were prevented from entering Melilla during the crisis.

European Commission President Ursula von der Leyen called for stronger EU external borders at critical points, including surveillance and physical barriers where needed, while backing cooperation with Morocco and expressing solidarity with Spain.

As of the August 3rd scan cutoff, no new EU funding, deployment or binding measure had been announced. The EU interior ministers meeting remains scheduled for August 4th.

Spain & Morocco publicly disputed the cause of the Ceuta crisis. A senior Moroccan official said Spain should have anticipated the effect of its July 8th Supreme Court ruling, accused trafficking networks of exploiting it & denied that Morocco relaxed border controls.

Spain’s Foreign Ministry said the ruling neither legalized entry nor prevented returns, while the extraordinary regularization excludes anyone arriving after January 1st, 2026. Neither position establishes who organized, enabled or anticipated the mass crossing.

The Tarajal floating barrier sustained partial damage after an anchor reportedly failed, leaving roughly half of its visible surface section missing.

The Government Delegation said the submerged net remained intact and the barrier’s operational effect was preserved. Repairs were scheduled for Tuesday morning, but completion had not been confirmed by the scan cutoff.

The Netherlands requested a European Commission investigation into the Ceuta crisis and asked Frontex to verify returns and monitor the situation. The requests remained Dutch proposals, not agreed EU measures.

The August 4th meeting of EU interior ministers began, but no outcome had been issued by the 10:40 CEST scan cutoff. No agreed funding, deployment or binding measure had been announced.

EU member states & Schengen associated countries backed Spain’s response to the Ceuta crisis and reported no onward movement from Ceuta to mainland Spain or other EU states.

Ministers called for stronger borders and returns, greater third country cooperation, prefrontier intelligence, social media monitoring & coordinated responses to foreign information manipulation.

The European Commission offered financial, technical & operational support, but no funding amount or newly activated Frontex deployment was confirmed.

National Court Judge María Tardón ordered Guardia Civil’s intelligence command to report whether any Ceuta unit received information beforehand that could have warned of the July 30th 31st mass crossing.

The court also requested information on the security deployment, rescues, survivors and deaths. The order does not establish that an advance alert existed, and the court has not determined whether it has jurisdiction over the underlying complaint.

The damaged Tarajal floating barrier returned to service after its anchor was replaced, while legal border traffic continued in an orderly manner. No renewed mass crossing was confirmed.

Authorities are monitoring social-media calls for gatherings on August 9th and another crossing attempt on August 15th. The government says it is preparing, but the posts do not confirm an organized force or that another attempt will occur.
