Depending upon the cost of the balloons - each balloon is probably many times less costly than a satellite that can do the same job, and many times less costly than the ordinance required to shoot them down. Pretty cost effective way of gathering intelligence over high risk targets IMHO.
Maybe some of their satellites are on the frtz and this is the quickest and most economic of restoring that capability.

I am in direct contact with NORCOM and monitoring the latest issue over Havre and the northern border. Airspace is closed due to an object that could interfere with commercial air traffic — the DOD will resume efforts to observe and ground the object in the morning.
