The researcher for strategic affairs at the Syrian Foreign Ministry, Obeidah R'dban, said in the past 24 hours that the negotiation file with Israel is still stuck, due to its refusal to return to the 1974 ceasefire lines. However, he noted that an effort is underway to renew it. According to him, "repeated Israeli provocations make it difficult for the government in Damascus to adopt a neutral position, and complicate the chances of progress in this file."

A bomb blast tore through a crowded cafe in central Damascus on Thursday, killing at least nine people and wounding 22.The cafe is popular with lawyers, courthouse employees and visitors, said Al Jazeera’s Obaida Hitto, reporting from the scene.
Analysts point to elements opposed to Syria’s transition following the downfall of President Bashar al-Assad’s government in December 2024. The Palace of Justice is currently holding high-profile trials of prominent figures in the previous government.
Syrian state media reported that three Israeli military vehicles and a bulldozer entered Maariya and al-Arida in western Daraa before dawn, opened a road, established a checkpoint inside al-Arida & distributed warning leaflets. No clashes or arrests were reported.

The head of the United Nations has condemned the persistent violation of Syria’s sovereignty, as Israel’s forces reportedly carried out new incursions into its neighbour’s territory.Israeli soldiers advanced towards villages in southwestern Syria on Sunday, setting up a checkpoint at Al-Ardah, while shelling was also heard nearby, Syria’s state news agency SANA reported. Leaflets were dropped warning residents against attempting to obstruct the advance of Israeli vehicles.
Iraqi Prime Minister Ali Faleh al-Zaidi arrived in Ankara for official talks covering security, water, energy, investment, trade & the Development Road project.
Iraqi and Turkish ministerial delegations began discussions, although no substantive agreement had been announced.
Three anonymous sources told Reuters that Syria agreed in principle to sharply reduce Russian oil imports during talks concerning removal of its U.S. State Sponsor of Terrorism designation.
A U.S. official denied that reducing Russian imports was a formal condition. Syrian and Russian ministries did not comment.
Russian deliveries to Syria have reportedly increased 75% this year to approximately 60,000 barrels per day. No reduction timetable or replacement supplier has been identified.
Deir Ezzor International Airport resumed scheduled operations after approximately a decade, receiving a domestic flight from Damascus and a Syrian Airlines international arrival from Kuwait following rehabilitation work.

Turkey’s parliamentary Justice Committee approved a draft framework governing PKK disarmament, return & rehabilitation.
The measure still requires approval by the full assembly. Implementation would begin only after Turkey’s National Security Council verifies that the PKK has fully disbanded and surrendered its weapons.
The committee vote does not establish that disarmament has occurred.
Syria announced an MoU with Russia restructuring the status of Moscow’s principal facilities in the country following approximately 18 months of negotiations.
Civilian facilities at Hmeimim Airport and Tartous Pier 4, including associated commercial infrastructure, will transfer to Syrian state management. Russian military facilities will become joint Syrian & Russian training and qualification centers.
The transition is expected to be completed within three months. The agreement restructures Russia’s presence but does not confirm a Russian withdrawal.
U.S. brokered a understanding that led Syria & the IAEA to sign agreement approximately three weeks ago to remove yellowcake and other residue associated with the former Al-Kibar nuclear program from Syria’s “Site 99.”
The material remains at the site, with removal expected to begin soon and conclude before year end.
The White House, IAEA & Israeli government declined comment. No public Syrian confirmation was located by cutoff.

Turkey’s parliament approved legislation establishing conditional legal protections and sentence suspensions for eligible former PKK militants by a vote of 468 to 88.
The provisions will not take effect until Turkish security authorities certify that the PKK/KCK and linked formations have ceased to exist and surrendered their weapons, followed by a National Security Council decision published in the Official Gazette.
