That’s all subjective and perfectly manicured through the spin machine.

Is Trump a rule breaker and less moral than we would hope for, probably.
Compared to Biden trying to use executive action repeatedly to absolve student loans. Or using the power of his office as vp to force the then Ukrainian gov to drop investigations into companies. The Biden family had business interests in.

I’m not defending Trump here or castigating Biden. Only pointing out that our perceptions of who’s moral and virtuous are rarely accurate.

A good leader will always be subjective to the people and times. Lincoln was a good leader because his actions successfully held the Union together.
The ills of advanced executive power came from lesser men in power after Lincoln.

A good leader works within confines of its nations customs and laws to advance and secure economic stability the integrity of the nations interests.
Queen Elizabeth was a great leader she did all that even with the constraints of being a female monarch.

I can allow FDR being a great leader because like Lincoln he was managing a world in rapid change. While I believe many things he enacted were counter productive, it was a very difficult time.

Il say it history will judge Trump much kinder than most do today. He’s stretching the norms, but still respecting the courts final decisions.
He’s securing the boarders and hemisphere. Trying to expand stability in the middle east beyond his first term.
Granted bombing the shit out of Iran is unconventional and risky. He’s a risk taker.
Tried unsuccessfully to negotiate a settlement in Ukraine, not because we like the current status. But because escalation is simply too great a risk and cost.
Making unpleasant decisions.

I don’t much care if a have a foul mouth New Yorker who says what he thinks, even if he’s wrong sometimes.
Or a smooth talking professional politician who has every public utterance scripted.
And meaningless because it’s mostly full of untruths or half truths.

Outcome is what makes a good leader and yes respect the social and legal norms of the nation matter. But outcome matters most

We are no longer in the realm of setting examples in moral and ethical behavior and demonstrated habits.
Its appears chaotic personslities seem to fit our free world,

Are the leaders and members of government directly responsible to the rules of justice and do they respect such rules?
