That Japan is taking a proactive stance is not insignificant.
 
My first thought when I saw this was that "is South America really the place for Japan to challenge China?" It seems like an ocean away from where an actual Japan/China dust up would take place.

But this might provide Japan with an opportunity to test its technology and procedures against Chinese assets, evaluate any Chinese response, and make tweaks before any escalation between the two nations.
