I think Ukraine has build some nukes since 2014 and Moscow and St. Petersburg are retaliatory targets.
So Ukraine might cease to exist but Russia will have to pay a price.

There is no supporting evidence whatsoever to support the claim that Ukraine has nuclear weapons, let alone methods of successfully delivering them to Russian cities.
 
Russia responds to information from the US Embassy about the "attacks" in Russia

The official representative of the Russian Foreign Ministry, Maria Zakharova, turned to the US Embassy with a request for an explanation of information about the dangerous situation in Russia.

“Have you forwarded the relevant data to your Russian colleagues via partner channels? If not, then how to understand all this?", Wrote the diplomat on her Telegram channel, Sunday February 20.

Earlier today, a warning to Americans in Russia about possible attacks in crowded places appeared on the official website of the US diplomatic mission. The publication pointed out that major cities like Moscow and St. Petersburg, as well as areas along Russia's border with Ukraine, pose the greatest danger.

The embassy urged people to remain vigilant, avoid crowded places if possible and always carry an identity card, including a passport with a valid Russian visa.
