As I replied to someone else on Twitter, regime change is exactly what Biden meant. It would be out of character for him not to have meant that, even if he can't say it publicly.
Just because Biden wants regime change doesn't mean he wants someone to go in and assassinate him. (Though that is an option.) Regime change through the ballot box (yeah, right!) is also an option.
What is important is that Biden said it. And Russia heard it. No amount of spin by the White House is going to change that. And that is why it is important.
