@USTreasury is issuing a temporary 30-day general license to provide the most vulnerable nations with the ability to temporarily access Russian oil currently stranded at sea.
This extension will provide additional flexibility, and we will work with these nations to provide specific licenses as needed. This general license will help stabilize the physical crude market and ensure oil reaches the most energy-vulnerable countries.
It will also help reroute existing supply to countries most in need by reducing China’s ability to stockpile discounted oil.
UK Royal Navy divers deployed to the Gulf of Riga for NATO Exercise Open Spirit, clearing historic unexploded ordnance near Latvia’s maritime approaches. The operation involved nearly 400 personnel from Canada, the U.S., Germany, Spain, Latvia, Lithuania, and Ukraine.
The Dutch Ministry of Defence says the Netherlands will modernize its Boxer armored vehicle fleet through a midlife update. Upgrades include drone protection, digital improvements, aging system replacement, and a Remote Controlled Weapon Station with counter UAS capability.

Estonia’s Defence Forces say a likely Ukrainian UAV entered Estonian airspace from the direction of Russia on May 19.
A Romanian F-16 on NATO Baltic Air Policing responded, firing one missile and downing the drone at 12:14. Estonia said the incident occurred amid heavy Russian electronic warfare, including GPS jamming.

European intelligence agencies say China’s armed forces secretly trained around 200 Russian military personnel in China in late 2025, with some later returning to fight in Ukraine. Documents reviewed by Reuters describe covert training in drone operations, electronic warfare, army aviation, armored infantry, and other military disciplines.
Czech MoD says the first of two Embraer C-390 Millennium aircraft for the Czech Air Force completed its first test flight in Brazil. The aircraft is expected in Czechia around mid year, the second is planned for December 2027.
