Artificial intelligence spy capabilities have alarmed Putin: after the assassination of Ayatollah Ali Khamenei in Tehran, Moscow turned off surveillance cameras. The system protecting the dictator and his inner circle was only turned back on after engineers thoroughly inspected it and attempted to isolate it from the internet. This system operates independently from the nearly 300,000 cameras that monitor Moscow’s residents.
FSB Director Alexander Bortnikov stated that Russia’s vast surveillance apparatus has itself become a source of threat. The tools of an authoritarian regime, created to monitor its own citizens, have turned into a vulnerability that adversaries can now exploit.
This report highlights the growing paranoia within the Kremlin. Even advanced surveillance systems, originally built to control the population, are now viewed as potential liabilities due to fears of AI-driven hacking or foreign infiltration. The incident reflects the deep insecurity of the Russian leadership amid escalating regional conflicts.

Latvia says NATO Baltic Air Policing fighters shot down a foreign UAV over the Latgale region after it entered Latvian airspace, with Riga linking the incident to Russian electromagnetic warfare. Latvia also issued and later lifted air threat warnings for eastern municipalities while noting reinforced air defence coverage along the eastern border.

A group of European ministers issued a joint statement calling for coordinated EU action to restrict Russian tourist and other non-essential travel into Schengen. The statement says uneven national implementation weakens EU foreign policy and sanctions coherence, and frames Russian travel access as a security risk, including the movement of current or former Russian combatants inside Schengen.

The ministers are calling on the European Commission to prepare further Visa Code measures, improve visa issuance monitoring, and work with EU agencies to identify combatants and block entry.

The European Commission disbursed almost €2.8 billion to Ukraine under the Ukraine Facility. The Commission says this is the seventh disbursement under the Ukraine Plan, bringing total EU support under the facility to €29.5 billion.

The funding is tied to reform benchmarks covering public administration, public asset management, human capital, green transition, digital transition, and anti corruption policy.

A 62-year-old Russian Lieutenant General was blown up in his car in Russia this morning, Russian Telegram channels report.

His name has not been disclosed yet, but if his rank is right, this will be the fourth successful liquidation of a Russian officer of such a high rank in the Russian rear.

Head of Russian FSB has reported earlier that security around high-ranking Russian officers has been increased.

EU High Representative Kaja Kallas says the EU has presented proposals for a 21st Russia sanctions package. The package includes a temporary freeze to the Russian oil price cap and measures targeting institutions used to circumvent EU sanctions, including banks, oil traders, refineries, and crypto operators in third countries.

Kallas also said sanctioned Russian defence companies may be benefiting from Irish aluminum imports, while noting alumina is not currently covered by EU sanctions.

EU High Representative Kaja Kallas said Irish neutrality does not provide immunity from current threats, pointing to Russian hybrid attacks, sabotage against undersea cables, the shadow fleet, and Russian naval activity near critical data and energy cables. Kallas also noted Ireland’s first Maritime Security Strategy and Ireland’s plan to increase defence spending by 55% by 2030.

Latvia’s Cabinet approved a 10 year defence cooperation agreement with Ukraine, with possible extension. Latvia says the agreement is intended to accelerate the integration of Ukraine’s experience into Latvia’s defence system, including protection of national airspace and borders.

The agreement covers Latvian industry support, Ukrainian defence industry support, joint production, localisation, technology transfer, unmanned systems, air defence, intelligence sharing, export licences, and defence infrastructure reconstruction. Latvia intends to allocate about €110 million during the first two years.

France’s DGA says OCCAR, acting for France, has ordered the multi layer Aster/MICA VL version of the SAMP/T NG air defense system. The French Defence Ministry says the version is being developed in cooperation with Italy and is intended to strengthen ground based air defense used by the French Air and Space Force.

Baltic leaders and Ukraine used the Tallinn summit lane to push long term defense industry and technology cooperation with Ukraine. The joint declaration specifically names air defense, drones, ammunition, innovation, joint production, technology transfer, licensing, and the removal of bureaucratic obstacles.
It also says Ukraine’s defense capability priorities include air defense, the maritime domain, drones/autonomous systems, sustainment, and logistics.

The leaders urged the upcoming NATO Ankara summit to strengthen Ukraine’s air defense and anti ballistic missile capabilities.

The Council and European Parliament reached a provisional agreement to simplify EU security and defense procurement, defense investments, European Defence Fund implementation, industrial permitting, reporting, and cross border cooperation.

The deal sets faster defense permit procedures, including a 102 working day maximum and tacit approval if authorities do not decide in time. It also eases intra EU defense transfers and joint procurement thresholds.

The IAEA has been informed that, for the 19th time since the beginning of the military conflict, the Zaporizhzhya NPP lost all off-site power at around 21:00 local time last night following an attack on an electrical substation on the other side of the Dnipro River.
Operating with only one remaining power line leaves the plant extremely vulnerable to conflict-related grid disruptions as we experience it again today. The ZNPP is currently relying on emergency diesel generators to power the cooling of its six shut-down reactors and maintain other essential nuclear safety functions.
