The revelations of the leaked document issued by the Ministry of Health, under mandate of the General Secretariat of Defense and National Security, sowed concern on Tuesday, asking regional health agencies to prepare for a possible major commitment by March 2026.
In the document, the ministry envisages a scenario where the country would become a rear base likely to accommodate a massive influx of wounded soldiers, both French and foreign.

The hospitals were instructed they need to be prepared for multiple types of crisis and to coordinate together, war was just one of the possibilities and the news ran with it for a good headline.

i have to add that it's also part of preparation and improvement from lesson learnt from 2015 and 2016 terrorist attacks ( November 13 of 2015 terrorist attacks was the worst attacks against civilians on french soil since the end of WWII)
