Not a good sign at all. Embassy looks like Russian indeed. But at the same time US moved its own a few days ago, including sensitive documents.

Yes. Ukraine is long trying to tie Russia to Minsk agreements as de-jure Russia is not and Russia is trying to deny itself as a member of these agreements to force Ukraine to directly talk with DPR and LPR which Ukraine doesn't want.
