based on what is currently going on and the standards by which defcon is based, i doubt def3 is warranted due to no known nuclear movements. this could all change if someone sniffs out the movement of a warhead or activation of nuclear capable apparatus. ive also been known to be wrong before though.
He's playing chicken with us and NATO to see if he can make us blink and give him an excuse. Our reaction to all of his missile tests tomorrow - assuming they are all tests - should be a big yawn in his direction. That's not being a wussie - that's good strategic thinking.
In my opinion, three main scenarios would lead to DefCon3. if Russian forces start blitzing toward the Eastern border of Ukraine or some kind of blockade or no fly zone is initiated by the Russians outside of Ukraine, or cyber attacks hitting critical infrastructure outside Ukraine. The last one scared the crap out of me. Very likely.
