I found these points interesting for a variety of reasons. I'd be particularly interested to know what examples of "covert broadcasting" the US seeks to counter. I'd also like to know what "media manipulation," "disinformation," "agents of influence" and "offensive counterintelligence" has fallen within the government's crosshairs, and how precisely they intend to "counter" it. It's also interesting that this bill is virtually a "blank check" given that the duties of this group is to include any instructions which "the president may designate." The restriction of movement of Russian diplomats could prove interesting as well.
