Iran releases oil tanker it seized over weekend, claiming "unauthorized cargo.": Iran has released the oil tanker Talara, which it seized over the weekend, claiming it was carrying an "unauthorized cargo" of 30,000 tons of petrochemicals and was en route from the United Arab Emirates to Singapore. The Marshall Islands flagged tanker was released with all 21 crew members on board, according to a statement from Cyprus based Columbia Ship management. "The crew is safe and in good spirits. Their families have been notified, and the ship will continue its normal operations," it said.

New satellite imagery from the Institute for Science and International Security shows Iran has resumed construction at “Taleghan 2,” an alleged former nuclear weapons development site inside the Parchin military complex linked to the pre-2003 AMAD program.

According to the analysis, rebuilding began around mid-May 2025, months after the October 2024 Israeli strike that destroyed the original structure. By late August and September 2025, imagery shows a new large arch-roofed building and several smaller arched structures under construction over and around the old Taleghan-2 footprint, with work still ongoing.

ISIS notes the purpose of the new facility cannot be determined from imagery alone and that non-nuclear uses are possible, but flags the activity as “deeply concerning” given the site’s history as part of Iran’s past nuclear weapons development effort.

U.S. Secretary of Energy Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman have signed a “Joint Declaration on the Completion of Negotiations on Civil Nuclear Cooperation.”

DOE says the deal is intended to:
♦️Bring U.S. civil nuclear technology to Saudi Arabia.
♦️Operate under strong non-proliferation safeguards.
♦️Rely on bilateral safeguard agreements as the enforcement backbone.

Iran’s FM Abbas Araghchi says Tehran has formally terminated the September “Cairo understanding” with the IAEA, via a letter to Director General Rafael Grossi declaring the MoU “no longer valid” and “considered terminated.”

The Cairo deal was meant to restore broader inspections, including at sites hit in the June U.S. & Israeli strikes, and give the Agency a pathway back toward fuller verification after Iran’s earlier suspension of cooperation.

Tehran is now openly framing the new IAEA Board of Governors resolution as:
♦️“Illegal” and “political."
♦️An attempt by the U.S. and E3 to compensate for their failed snapback bid in New York.
♦️A move that undermines the Agency’s “credibility and independence.”

Iranian officials say they will not cooperate on the bombed facilities and warn of a “reaction” to the resolution, while Western states argue the Board is simply demanding restored transparency on near-weapons-grade uranium and access to damaged sites.

This was one of the last remaining technical channel that could have rebuilt inspections now has been deliberately cut. Oversight shrinks further, the BoG standoff hardens, and more of Iran’s program risks sliding back into the dark.
