US recognises Juan Guaido as Venezuela's acting president

Venezuela opposition leader Juan Guaido declared himself the country's interim president on Wednesday before thousands of demonstrators cheering in support.

"I swear to formally assume the powers of the Presidency of Venezuela," the 35-year-old politician said as he raised his right hand.
The move comes as tens of thousands march around Venezuela demanding that Nicolas Maduro steps down from power. Pro-government counter-rallies are also being held.
Shortly after Guaido swore himself in, US President Donald Trump officially recognised Guaido as president.
In its role as the only legitimate branch of government duly elected by the Venezuelan people, the National Assembly invoked the country's constitution to declare Nicolas Maduro illegitimate, and the office of the presidency therefore vacant" Trump said.

"The people of Venezuela have courageously spoken out against Maduro and his regime and demanded freedom and the rule of law," he added.

Brazil and Colombia supported the move, and the leader of the Organization of American States (OAS) also recognised Guaido as the acting president.

A Canadian government official told Reuters news agency that Ottawa will also recognise Guaido as president.

Brazil and seven other South American countries have recognized Venezuelan opposition leader Juan Guaidó as the country’s interim president, following the lead of the United States, Canada, and France. Mexico and Bolivia declined.
Brazilian President Jair Bolsonaro tweeted that “Brazil supports politically and economically the transition back to democracy and social peace in Venezuela.”
Brazil, Colombia, Chile, Peru, Paraguay, Ecuador, Argentina and Costa Rica all followed suit in the hour afterwards, as did Canada, France, and Secretary of the Organization of American States (OAS), Luis Almagro.

“Our congratulations to @jguaido as President-in-charge of Venezuela,” Almagro tweeted.

The Mexican government still recognizes Maduro’s government “for now,” a spokesman said on Wednesday.

Mexico's position is more neutral than comes across in the media headlines.

Mexico is taking a non-interventionist stand and choosing not to take any sides in the matter. They are recognizing Maduro not because they support him, but because he is the "official" President and Mexico is just going with whatever is "official".

Surprisingly, AMLO is turning out to be pretty neutral in terms of foreign policy, especially in regards to US-Mexico relations.

I have to admit, Mexico is really surprising me in that regard. I was expecting a more confrontational approach.
 
Private military contractors who do secret missions for Russia flew into Venezuela in the past few days to beef up security for President Nicolas Maduro in the face of U.S.-backed opposition protests, according to two people close to them.

A third source close to the Russian contractors also told Reuters there was a contingent of them in Venezuela, but could not say when they arrived or what their role was.

Russia, which has backed Maduro's socialist government to the tune of billions of dollars, this week promised to stand by him after opposition leader Juan Guaido declared himself president with Washington's endorsement.

It was the latest international crisis to split the global superpowers, with the United States and Europe backing Guaido, and Russia and China urging non-interference.

Yevgeny Shabayev, leader of a local chapter of a paramilitary group of Cossacks with ties to Russian military contractors, said he had heard the number of Russian contractors in Venezuela may be about 400.

Spain, France and Germany gave embattled Venezuelan leader Nicolas Maduro an ultimatum ahead of an UN Security Council meeting on Saturday (Jan 26), saying they would recognise opposition leader Juan Guaido as president unless he calls elections within eight days.

The ultimatum comes as international pressure mounts on the Maduro regime to agree to a new vote, after the United States, Canada and major South American players recognised.

Venezuelan President Nicolas Maduro has rejected calls by European nations to hold early elections, calling the opposition leader's self-declaration as president constitutionally null.

"Nobody can give us an ultimatum," Maduro said in an interview with broadcaster CNN Turk aired on Sunday, a day after France, Germany and Spain threatened to recognise opposition leader Juan Guaido as president if elections were not announced within eight days.

EU foreign policy chief Federica Mogherini also issued a statement that said the bloc as a whole could recognise Guaido if steps towards new elections were not taken "over the next days".Maduro's foreign minister, Jorge Arreaza, had already rejected the deadline during an emergency UN Security Council meeting on Saturday.

"Venezuela will not allow anyone to impose on us any decision or order," Arreaza said, adding that Caracas has "excellent friends" it can call on for support to defend itself.

Washington, which was among the first to recognise Guaido as leader of the oil-rich country, urged the world on Saturday to "pick a side" on Venezuela and financially disconnect from Maduro's government.

"Now, it is time for every other nation to pick a side. No more delays, no more games. Either you stand with the forces of freedom, or you're in league with Maduro and his mayhem," US Secretary of State Mike Pompeo told the UNSC on Saturday.

The Argentine Foreign Ministry said it was creating a group on supporting reforms in Venezuela in order to provide Caracas with humanitarian aid.

"The Argentine Foreign Ministry announces creation of the group on supporting reforms in Venezuela aimed at [developing] cooperation and providing [Venezuela] with humanitarian aid in order to satisfy the needs of the Venezuelans, who suffer from a deep political, economic, social and humanitarian crisis," the ministry said in a statement late on Thursday
