The US will send a nuclear submarine to visit South Korea for the first time in four decades as part of a new deterrence arrangement between Washington and Seoul that is bound to draw the ire of North Korea.
The arrangement, set to be formalized by President Biden later Wednesday, is being described by the White House as the most significant of its kind since the Cold War.
Dubbed the “Washington Declaration,” it is designed to “strengthen US deterrence commitments” to South Korea in the face of persistent nuclear threats from their northern enemy, a senior White House official said late Tuesday.

What I found interesting in this article is this.

"It is questionable whether the North would be afraid of a strategic nuclear submarine equipped with an SLBM with a range of more than 7,400 kilometres (4,600 miles)," Cheong Seong-chang of the Center for North Korea Studies at the Sejong Institute told AFP.

The "too long" range of the submarine's missiles mean it may not be able to hit North Korea if it were in South Korean waters, he said.

Does anyone know if this is true?

It is. For fairly obscure technical reasons SLBMs and other long-range ballistic missiles have a minimum range which is believed to be roughly 1/3 of their maximum range (this works out to ~2500 km in our case).

Min range 2000k max 10000k
It’s still kind of a nonsensical claim by NK. Not being close in vastly enlarged their patrol range and flexibility.
It’s sub orbital speed within two minutes is Mach 18. They would get there fast enough. 15 to 20 min give or take depending on the ballistic trajectory
South Korea also has three Ageis equipped destroyers.
