Whole .de TLD is down?

It seems that the whole .de TLD is currently down? If true, that's a pretty big stuff on the internet ( for those who don't know a TLD is, it's like the .us, .com in webside link, if it's down, it means that users won't be able to access normally those website. here is a good wikipedia link that explains it Top-level domain - Wikipedia )
