Whole .de TLD is down?

It seems that the whole .de TLD is currently down? If true, that's a pretty big stuff on the internet ( for those who don't know a TLD is, it's like the .us, .com in webside link, if it's down, it means that users won't be able to access normally those website. here is a good wikipedia link that explains it Top-level domain - Wikipedia )

Tried some random .de websites and it's all fine.

Maybe it was only temporal, that's a german friend that told me, he was unable to access some online shopping website (and i did that thread 2 hours after he told me because i was busy)
