There has been a very unusual and suspicious movement of a Russian government aircraft in the U.S.
The first sighting was on Thursday, July 2, at Dulles Airport in Washington, D.C. Another Russian government aircraft was later spotted at New York’s JFK Airport on Monday, July 6, and that same aircraft was seen at Dulles Airport in Washington, D.C., on Tuesday, July 7.
What is known is that on July 6, Russian Interior Minister Vladimir Kolokoltsev arrived in New York to participate in the 2026 UN Chiefs of Police Summit, according to the Russian Mission to the United Nations. “Russian Interior Minister Vladimir Kolokoltsev has arrived in New York to participate in the Fifth UN Chiefs of Police Summit,” the mission wrote on Telegram.However, it remains unclear why the aircraft later traveled to Washington, D.C.
 
This movement corresponds to the exceptional flight of an Ilyushin Il-96-300 from the special air detachment "Rossiya," which flew from New York to Washington on July 7, 2026. This large government aircraft, registration RA-96019, makes authorized official flights to transport Russian diplomats.

Although overflights of US territory by Russian aircraft have been prohibited since the invasion of Ukraine, special exemptions of this kind are granted reciprocally.

Details of the suspicious flight

An unusually short journey:

The government aircraft made a direct flight of only 53 minutes between New York and Washington. An exclusive fleet: This aircraft is part of the official squadron used by top Kremlin officials and leading diplomatic delegations.

Political opacity:

No official announcement has been made regarding the presence of Russian dignitaries in Washington, fueling speculation on tracking platforms like Flightradar24.

The official framework for exemptions

The Russian Ministry of Foreign Affairs has already clarified, during previous similar flights, that these trips fall within the regulatory rotation of diplomatic staff at the US Embassy in Washington and the mission to the UN.

The US government authorizes these exceptional charter flights subject to strict reciprocity for its own missions to Russia.
