That question might be answered at a special summit on defense on March 6, we’re told, where one of the items on the agenda is the appointment of a special envoy to represent the bloc in the talks. Plans for the Brussels meeting also include setting out a unified European position on security guarantees for Ukraine and expectations for peace — as well as devising a strategy for rearming the continent. Leaders will call for increased flexibility in financing rules and ask the commission “to propose additional funding sources for defence at EU level, including by means of additional flexibility in the use of structural funds,” according to the draft conclusions we’ve seen.
