Counter Terrorism Policing has now officially confirmed investigators are examining whether the activity near RAF Fairford involved proxies or individuals acting knowingly or unknowingly on behalf of a foreign state. No state has been identified and CTP says it is keeping an open mind.

CTP also confirmed it is working closely with MI5, while protective security advice and posture remain adjusted to the assessed threat. Significant resources remain deployed as the investigation continues.

The roughly 85 evacuated households in Whelford have now been allowed to return home, although a cordon remains around the three vehicles under investigation.

President Trump separately said he was “surprised” the five suspects were released on bail and that he would not have released them. Asked whether the incident could be connected to Iran, Trump said it “might be”, but declined to elaborate.

U.S. Secretary of State Marco Rubio says the suspected RAF Fairford plot “clearly involves the hands of a foreign actor.” Rubio did not identify the country or provide public evidence, but said additional information is expected in the coming days.

UK authorities have not publicly adopted that attribution. Counter Terrorism Policing's latest position remains that investigators are examining all possibilities, including whether individuals acted knowingly or unknowingly on behalf of a foreign state.

Separately, new UK reporting says material recovered with the three vehicles was not viable explosive material, revising earlier reports that material found at the scene may have been consistent with IEDs. CTP has not yet publicly released detailed forensic findings.

Counter Terrorism Policing has now officially confirmed no improvised explosive devices were found in any of the three vehicles examined near RAF Fairford.

Assistant Commissioner Laurence Taylor said the vehicles underwent extensive examination with military and forensic support. Investigators instead recovered a quantity of petrol, described as an accelerant.

Searches at properties in London linked to the investigation have now concluded, while police are reducing the remaining scenes around Fairford and expect them to be fully closed by Wednesday. The five men remain under investigation and on strict police bail.

Separately, The Times reports one of the five suspects himself called 999, potentially explaining the previously unresolved gap between the official 00:45 police notification and a local resident's later 01:36 emergency call.

The Times also reports investigators are examining whether the activity could have involved surveillance, testing security at the base or sending a message, and whether National Security Act offences may apply. These points have not been publicly confirmed by CTP.
