I don't see how he could force the EU to reverse the penalty tho, the US administration has no legal power in the EU (and same in the other way)
There is no legal coercion in either direction. It’s just market and penalty push backs both can and do use.

The DSA is used to influence and penalize US platforms. As well as potentially being a piggybank.
So there’s nothin unusual or particularly unjust for the US to complain about EU policies that penalize US platforms.
So an American admin telling the EU that we believe the DSA is unfair or unjustly penalizes segments is also not an unreasonable thing for us to do.
