Technically, it doesn't say "If the leader is killed", though that is a logical assumption.

So they'd have to nuke themselves or nuke, uh, the country known as "?". If the given example for the question "what nation?" is effectively "unknown and may have acted alone" then it makes Yingyang's point for him. You'd have to know who you're supposed to be nuking.
Given this is reactive to the Iran war, I am pretty sure this is not about domestic assassinations and more about a clear cut situation similar to what happened there.
