Axios: Trump team worried about “control” if Tomahawks go to Ukraine (range up to ~2,500 km)
Trump administration officials are concerned about whether the U.S. could control how Ukraine uses Tomahawk missiles if NATO countries buy them and pass them to Kyiv. Trump said he has “sort of made a decision” but wants to know what Ukraine plans to do with them before approving.

What’s new:
Axios cites a source close to the Ukrainian government saying U.S. officials have recently raised worries about U.S. control of use after transfer via NATO.

Decision signal: Trump told reporters he has “sort of made a decision” on Tomahawks, adding he’s “not looking to see an escalation” and would ask Ukraine where they plan to use them.

Kremlin: Will respond if EU restricts Russian diplomats’ travel.
The Kremlin says it will retaliate if the EU goes ahead with plans to curb the movement of Russian diplomats inside the bloc. The travel limits—pushed amid spy/sabotage concerns—would require advance notification for cross-border trips and could allow entry denials.

Estonian court sentences soldier for spying for Russia.
An Estonian Defense Forces member was sentenced to four years and 11 months in prison after pleading guilty to aiding Russian intelligence, Estonia’s public broadcaster ERR reported Oct. 7. The Viru County Court convicted Estonian citizen Ivan Dmitriev of carrying out and supporting intelligence activities against Estonia. Estonia, a NATO and EU member bordering Russia, has increasingly accused Moscow of subversive activities and hybrid operations in the Baltic region.
According to the indictment, between March and May 2025, Dmitriev collaborated with Aleksandr Bobkov, an officer with the Russian Federal Security Service (FSB) Border Guard Operational Department. Acting on Bobkov's behalf, Dmitriev passed on information to the FSB about the Estonian Defense Forces, local life in Narva, Estonia's third-largest city, and the movements of defense forces in the city.

Zelenskyy: Head of Foreign Intelligence reported in detail on how the Russians are utilizing tankers of their “shadow fleet” – not only to finance the war, but also for sabotage and various destabilization attempts in Europe. Recent launches of drones from tankers are one such example.

We share the information we have with our partners, and it is crucial that they take tangible steps in response to Russia. We are working toward this at all levels, and there will be further meetings and negotiations with partners, both public and behind closed doors. We are convincing them not to hold back on determination. The Russians must know that none of their destructive actions – all the vile things they do – will go unanswered by the world.
