Who would do that? Its not in Russia's or Europe's best interest to destroy infrastructure, when they can just turn off the tap. Unless they wanted their own people to not get upset over it (Europe). Rogue country in Europe, maybe even mideast? Or maybe even China, since the action would hurt both countries, and, theoretically, end the war sooner (maybe from China's perspective).

Russia is most definitely gonna need the money post war, and obviously controls the on/off switch now, so I don't think they would benefit from sabotaging their future major source of income.
