The bill has been submitted to the State Duma. They are proposed amendments to the law "On Defense" - they want to supplement it with an article "Ensuring the conduct of counter-terrorist and other operations by the Armed Forces of the Russian Federation, other troops, military formations and bodies outside the territory of the Russian Federation."

The explanatory note says that this includes, among other things, a “special military operation in the territories of the DPR, LPR and Ukraine.”
 
The Russian government has developed a draft law on ensuring the operations of Russian troops abroad. The executive branch wants to receive special powers for the period of operations, including the reactivation of mobilization capacities and the establishment of working conditions at individual industries "outside the established working hours." Companies will be prohibited from refusing to conclude state contracts for the supply of goods and services.

It is noted that in these conditions "there is a short-term increased need for the repair of weapons and military equipment and the provision of material and technical means." Therefore, the government wants to take "special economic measures."
What powers does the government want?

carrying out activities (without specifying any details); temporary reactivation of mobilization capacities and facilities; unbooking of material assets of the state reserve; establishing the features of the legal regulation of labor relations in individual organizations, including “the procedure and conditions for engaging in work outside the established working hours time, at night, on weekends and non-working holidays, providing annual paid vacations”; procurement from a single supplier to fulfill the state defense order and to form stocks.

I think Russia is planning to overrun Lithuania and or the Baltics.
That would trigger article 5 but the troops in the region aren't enough.
NATO should mobilize too and have the bombers on standby.

#NATO’s new force model will provide more troops at higher readiness, pre-assigned to specific defence plans. It will improve NATO’s ability to respond at very short notice to any contingency.
 
Well this is definitely a area of concern. DWS is monitoring the situation. For now no strategic movements or preparations/buildup for war on the Baltic borders.

With the exception of the seemingly hasty or rapid deployment of extra NATO troops to the Baltic nations. There are no reports of military buildup by Russian forces on the Baltic states as of yet.
 
It sounds at least from the translation that it is a pseudo state take over of military production industries. Similar to our defense production laws.

Is only list the breakaway territories.
Personally it appears to be geared more towards sustaining combat operations in Ukraine.
Which tells me they are running low of equipment and materials to keep the fight up in Ukraine. Not expand it into the Baltic’s.
But I could be wrong.

Yes my thoughts too. But given recent events and how they started the Ukraine war seems possible they might use this to secretly or quietly prepare a front for the Baltics. They say and do one thing but behind the scenes gearing for somthing else entirely.

Until we know more would take things with grain of salt and speculation is at best what we will discover. Not to worried. But is a area of concern raised my eyebrow a bit, so watching it closly to see if it materializes to any military buildup anywhere on Eastern Europe borders. If not Ukraine should buckle up for a long war of attrition.

In what sense? Russia doesn't have already the possibility to mobilize?

All' taht Is surely an excalating move, not intended to mantein only the current military level in Ukraine. More possible for increase the level in that area.
It's a kind of move taken to be prepared for a war.

It is a step from normal Economy to War Economy. They will increase manpower and streamline production to wage war yes.
 
You know it doesn’t really matter their going to do what their going to do.
They will fight or they won’t.
NATO and Ukraine will fight or they won’t.
The Lithuanian trade sanctions are meaningless except in as a insult to national pride.
So they make media hay for a week or two and then it becomes a non-issue.
Send the air cap now and let’s end this thing now

They will force industry to work 24 seven and holidays because for what ever reason those industries could not or were not resuppling quick enough.
It does not read as a streamlining process but as coercion tool.

For the first time, Russia has admitted that it is running out of weapons in the Ukraine war, after President Vladimir Putin's government created a draft federal law that would allow the country to quickly repair weapons and military equipment.

With the endless weapons supplies from NATO and other states, this war is not winnable for Russia.
Russia keeps destroying the infrastructure and makes life in Ukraine as hard as possible but conquering and holding huge moon landscapes is not a winning move but a costly one.
The Russians' fighting morale will eventually dissipate as long as Ukraine does not capitulate.
Russia knows that too and it seeks the way out in the use of outlawed weapons such as cluster bombs, white phosphorus and thermobaric bombs to destroy as much of Ukraine as possible.

This is a genocidal war against the ukrainian population and Ukraine cannot hold back its anger forever if the West does not help according to its expectations.
Ukraine could be forced to use those weapons too. But will Russia respond with the nuke? ☢️
