Weird-looking artillery shells, rocket-boosted or bad image grabbed?
Short range rockets like those shown are classed as artillery. Mostly I assume because the have similar effects and range as conventional artillery.
Even short and intermediate range ballistic units are organized as artillery.

Your correct on this and it shows the nature of laws. Laws are only legitimate laws if those impacted acquiesce to them.
Their using term as a tactic to validate the nuclear non-proliferation treaty.
But because it’s mostly ignored by certain parties it’s a flimsy tactic.
This is as you’ve noted what Russia is complaining about regarding US hegemony.
But what do you do, nothing? Pull back and become isolationist.
It’s a tough argument either way.
As far as nuclear proliferation goes I think for now it’s DOE. That is why I advocate for ROK Japan and Taiwan going nuclear if they independently choose to.
It might be the only thing that keeps Chinas oceanic claims and policies in check.
On the backside we’ll probably see some additional European nations go nuclear.

After WW2 there was a demand to establish some normalcy and stability in the world. The US was the only nation left standing who had the wear with all to fill that void. It just is and at least up until this point in time is only nation who can still do it.
But that’s all changing because of the limited success in Iraq and Afghanistan, stability was not achieved. So there is doubt that the US can still fill this role everywhere. This is also why it’s imperative the NATO stays the course regarding Ukraine.

The idea of choosing a military-only approach only provides confirmation for those arguing that they face a military threat from USA.
We already have enough of that for next 2 decades.
We can alternatively choose to calmly call for restraint , without the trigger terms of "attacks," "law breakers," etc to North Korea.

I am not speaking in terms of theory regarding the DPRK North Korea.
There are courageous unarmed individuals, with no weapons, no missiles, no armor, who are fighting in North Korea to change minds and hearts.
I know and have met such heroic individuals. We need to continue to give them time to make a difference, and not make their very difficult job even harder.

If USA cannot defend itself from a North Korea 250 KT nuclear bomb, than USA Department of Defense has bigger problems than North Korea.
Defending this country FIRST is not "isolationism," but is "being responsible." It is too easy to forget that the USG representatives actually have a priority to its own citizens first.
Just because the job of defense, as opposed to foreign war, is HARD work does not make it less important work.
And those who are doing VERY WELL off of offensive weapons and foreign war, need to put some of that profit towards actual DEFENSE of USA - and ASAP.

There is NO significant threat from DPRK to the US. The issue is trying to keep a lid on weapons proliferation and potential use.
There have been decades worth of trying to deal with DPRK. We have tried aid, talks and threats.
DPRK wants what they want.
It would not be accurate to say that US has tried several non-military backed approaches to reach a détente with DPRK.
We fought a vicious costly war with North Vietnam. And in the aftermath we were able to have trade and a mutual respect. Because we did try and succeeded with non-military means to respect each other in the end. So it is not like the US has not choose a non military means of reaching peace with enemies. Even those enemies who one in our past wars.
Just as we have also tried non-military means to open the door with DORK.
Sometimes the adversary does not want peace and mutual respect.

You are falling into your own trap by assuming DORK wants peace and détente with the US. Their leader needs an enemy to retain their own personal control at home.

Maybe, they certainly would not have continued to exist without China and Russias help and protection.

No, I am well aware that North Korea's leadership does not want peace.
But in terms of an enemy, USA DOD need to stop helping Kim Jong-Un by giving him concrete examples of a military enemy, to help him maintain control of North Korea.

I know that USA intelligence wants to believe that, so that they can argue that the North Korea adversary can be made to be more manageable and predictable through the PRC. The past has shown a different story. Clearly Kim Jong-Un is closely allied to his fellow tryant Xi Jinping. But Kim is quite willing to defy Xi.
