Actually…I am academically curious how he would actually do that.
Long story made short...... The US can make “no Russia routing” a condition of access to U.S. airports/markets and enforce it with permits, schedules, landing rights, and sanctions.

US can’t tell Russia what to do with its airspace. But US has ways of still achieving same goals without having to.

So the cleanest lever is a DOT permit/schedule condition, landing rights, with sanctions, and there you go. You achieve stated outcome/goal.

More reason for the U.S. to develop more infrastructure towards magnet refining. Although I can’t say I blame China, why would I want to supply materials that my enemies will use to build weapons they may use against us one day.
