Well it was a 'deescalation' in 1990, because the Cold War was basically over. They can still do a lot of damage conventionally. Nuclear deterrence is still achieved with the submarines, B-52s and B-2s.

No, I get that part. I meant North Korea acting all "OMGWTF!!!!1111" when the Lancers did a flyover South Korea. That would be a de-escalation from either the BUFFs or the Spirits, right?

I understand the date of the article. What I was pointing out was the capabilities of the B1. Also they can be used to sniff out radar sites and electronic transmissions/radiation.
