Pakistan, Saudi Arabia & Turkey signed the Makkah Joint Defence Agreement, which treats an armed attack against one member as an attack against all three and provides for expanded defense cooperation.

The public text does not disclose force commitments, command structures, geographic limits, consultation procedures or whether a military response would be automatic.

UPDATE: Turkish Foreign Minister Hakan Fidan said the Saudi, Turkish, and Pakistani defense pact is technically comparable to NATO’s Article 5, but the degree, form & format of assistance would be determined through consultations.

The pact will establish a ministerial committee and Saudi based general secretariat, with operational procedures to be decided at the committee’s first meeting. Egypt was identified as a possible future member.

No public decision to invoke the pact followed the reported Jazan incident by cutoff.
