I consider this to be a positive “shift” in narrative. Hopefully this signals that they are giving up on all of Ukraine and will satisfy themselves with just Donbas. An expensive prize.

To be frank, I doubt Russia has much of any control over its neighboring states anymore after this military blunder. The veto was creating a military conflict to stall NATO membership. Russia COULD start a military conflict with Finland if NATO membership seemed imminent, but I doubt it. Finland, while important, doesn't hold the same historical connotations as Ukraine or Georgie do, so I can't imagine them starting another war when it looks like they're not going to even win this one.
