The attempt to put a spy satellite into orbit coincided with US-South Korea military drills
A spy satellite launched by North Korea in the early hours of Thursday has failed to reach orbit due to an error, the state news agency KCNA reported, citing Pyongyang’s space agency. The launch caused Seoul to go on alert as it happened during the ongoing joint war games with the US.
According to South Korea’s Joint Chiefs of Staff (JCS), the launch was detected around 3:50 am local time from the Tongchang-ri site on the west coast of North Korea.

The North’s space agency said Thursday its reconnaissance satellite, Malligyong-1, failed for a second time to go into orbit, blaming an error in its third-stage flight. Pyongyang said it will make a third attempt in October to achieve a key military goal of its leader, Kim Jong Un.
U.S. Ambassador Linda Thomas-Greenfield said the DPRK had again defied Security Council resolutions by pursuing its unlawful ballistic missile program. She said 13 of the 15 Security Council members oppose the DPRK’s unlawful actions and have called for an end to the country’s pursuit of nuclear weapons and its tests — and for unity of the council. Song said the DPRK has never recognized Security Council resolutions, which he claimed infringe on “the rights of a sovereign state and will never be bound by them in the future.”

Pyongyang, August 29 (KCNA) -- The respected Comrade Kim Jong Un paid a congratulatory visit to the Navy Command on the occasion of the Navy Day, the holiday of the glorious Navy of the Korean People's Army, and made a meaningful speech to congratulate all the service personnel of the Navy.

Noting that units of different services would be equipped with new weaponry according to the policy of expanding the tactical nuclear weapons operation specified in the line of building the state nuclear force, he stressed that the navy of the DPRK would become a component of the state nuclear deterrence carrying out the strategic duty.

They'll have to perfect astro-inertial navigation otherwise SLBMs will be rather inaccurate.
I suppose they could get plans off of the Chinese or Russians.

I imagine their not as worried about accuracy as just fielding a nuclear threat
 
A warhead missing its target by a mile isn't that big of a problem if it's a big city, which is the sort of thing the Koreans would target.
It's only a problem if you're going for nuclear bunkers or hardened military sites.

With the population around Seoul or Tokyo you could miss by five miles and it would still be unimaginable.

North Korea launched a ballistic missile toward its eastern waters on Wednesday, South Korea's military said, hours after the U.S. flew at least one long-range bomber to the Korean Peninsula in a show of force against the North. South Korea’s Joint Chiefs of Staff said in a statement that the launch occurred Wednesday but gave no further details, such as how far the missile flew.
Earlier Wednesday, the United States flew a B-1B bomber to the Korean Peninsula as part of field exercises with South Korea. The field training has been held on the sidelines of an ongoing annual U.S.-South Korean computer-simulated command post exercise called “Ulchi Freedom Shield.” North Korea views U.S.-South Korean military drills as an invasion rehearsal.

The presidential National Security Council (NSC) held an emergency meeting Saturday after North Korea fired several cruise missiles toward the Yellow Sea, according to a presidential official. The NSC meeting was led by Deputy National Security Adviser Lim Jong-deuk to discuss the readiness posture, the official said.
The Joint Chiefs of Staff (JCS) announced the North's launch took place at around 4 a.m., days after South Korea and the United States wrapped up their major joint military drills. South Korea and the U.S. wrapped up the 11-day Ulchi Freedom Shield exercise on Thursday. The North has denounced the drills as a rehearsal for invasion.
