NATO has a rapid reaction force of 40,000 right now that are meant to act as a tripwire in the event of an attack. They're changing to a more conventional defense plan, increasing that number to 300000. It's not that they're placing that many troops on high readiness, which is a misunderstanding of what the rapid reaction force actually is.
No, it came up today. This is not a mobilization, and not really a direct response to the LT situation (much less to cyberattacks). Rather, these are medium-term plans for bolstering the Rapid Reaction Force, likely to be made official at the Madrid summit. The numbers sound impressive, but as usual, the devil's in the details. We'll see what they actually agree upon.

I guess they changed their thought process then. It's mostly for the baltics who have seen what the Russians have done to the occupied territories in Ukraine. They don't want their territory to be occupied for any length of time.
The NRF is not meant to deploy to the front lines ahead of an attack. That's the job of the Very High Readiness Joint Task Force (VJTF), which is NATO's proper tripwire contingent.
Simple Intel gathering is my guess - Lets say someone higher up reacts on it and tells his/her men to be rdy. That would require movement to positions that they then can follow if they have eyes on it. And next time they do it and its real they pre bombard those positions forexample.
Guess I was wrong; they targeted the HQ of an arms manufacturer and missed by a country mile due to using 50 year old Kh-22 missiles which apparently couldn't hit the broad side of an aircraft carrier. In a hilarious twist, the Russian newsmedia quotes MoD claims that all targets were hit and no civilian infrastructure was damaged, and immediately afterwards they post this:
