This is not the complete wording, and actually the Polish FM demonstrated that he doesn't know what he's talking about.
Infact he was corrected by his general, who didn't seem really convinced about what was being said.

It has to be contextualized, Poland's FM is flexing the muscle to their own electoral base, elections are approaching (1 year).

Well he does have US troops on the ground and might be thinking of the Polish AND US aircraft. Still I think it was nonsense aim at his electorate.

I have a hard time believing Poland has air superiority over Russia unless he is counting NATO assets.
 

Trump says Ukraine and Russia agree to halt strikes on energy targets

Russia couldn't even establish air superiority over Ukraine. Either he's holding back his air force for some reason or their air combat capabilities have been seriously overestimated.

The problem for Russia lies in the rigidness of the greyzone and frontline in Ukraine. Ukrainian backlines are permeated by entrenched anti air batteries, and the frontlines have many teams dedicated to defending against air intrusions close to the frontline. That is why Russia has opted for using stand off munitions and largely abandoned the concept of air superiority when there is just no concept of mobile warfare in Ukraine that is needing to be supported to begin with. Why fly planes that aren't using adequate stealth technology at all in a heavily AD saturated AO when you can just fly a 4000 dollar drone packed full of explosive charges into the enemy concentrations?
 
To further dispel the Polish PM's bluster, what is to stop Russia from mass stockpiling fiber optic drones in Kaliningrad and unleashing them across polish airspace? Striking airstrips and fuel hubs? Using HSCMs to bomb the hell out of our airfields in Germany and throughout Europe? The only solution is going to be either spending a LOT of money to harden our air bases against these threats, or further disperse our air power throughout the regions and take into account the changing roles of CAS and air support. Russia can just move a good portion of their air force deep into Russian territory, limiting our capabilities to target those assets unless we pull out some pretty expensive shit. But then again drones WILL be used to fill this blind spot and will make it much harder for both sides to conceal and protect their planes.

I would be shocked if the Russia Ukraine war is done by 2030. Defense ministers need to push a tangible target so countries have a target to aim for revitalizing their militaries, hence why they say 2030. That’s why what they actually say is by 2030 they expect Russia will have rebuilt its military enough to be a threat to NATO, not that Russia is going to invade a NATO country in 2030.
