Which is my point, there is no independent confirmation. There may have been some small scale evacuation that’s being presented as full scale or it may be total bs, but there is zero verified evidence of the claim.

To be absolutely clear, don't think Russia is "quietly preparing to leave" Crimea. (At THIS time)
I think it is preparing for the possibility of a much more intense Ukrainian campaign against Crimea over the coming months while intending to hold it.
