My hypothesis: the US certainly doesn't want an escalation of conflicts. Wars are very unpopular with the American people. Imagine if Putin were to attempt a major offensive (an attack on a NATO country). The US would be in deep trouble just before the midterm elections. They would be asking themselves: what do we do? Do we retaliate or let it happen?

From the sounds of what has come out the past couple days, it was a warning against an escalation of hybrid warfare amongst a few other things. The Baltics have explicitly stated the threat level has not changed, which implies that there is still little to no risk of a conventional invasion by Russia.
