I read these reports and the thought occurred to me these are repeating stories. Every two years there is some big national conference where Xi is consolidating to be president for life.
We saw the exact same story when Trump was president.

I believe these Congresses are more about his underlings, consolidating his power base, to the point where he feels as though he won't have to worry so much about that bullet.
