The USA is best served by doing almost nothing the same as Russia.
The American public would never stand for even a fractional shift without major warfare beginning. Thats major warfare as far as the USA is concerned not little piddling actions like Korea(which completely caught us of guard and was an emergency) Vietnam, the Gulf War. Only the Civil War, World War Two and the first few years of GWOT did and would the public allow it.
Right now we should be drafting men for two years peacetime service each so that we a recall pool available.
We should be reopening the F22 line using as many (mostly electronics) F35 parts as possible. F117’s need to be overhauled into high risk Drone operations (it also make China manufacture field and maintain an entirely different bandwidth to defend).
All others need increased production.
Build exactly ZERO new carriers. They are too much capital in one place. We should be building flat deck assault carriers (Harrier carriers are now lightning carriers or whatever they call it next week) by the scores. After that we need as many destroyers as it is possible for this country to produce for the next 10 to 20 years. These jack of all trades are priceless.
Finally the Submarines. Each one is like building an Apollo space capsule (command, module and lander not Saturn five). There really are not enough facilities and trained craftsman to build many more at a time atm. We should be building multiple loyal wingman for each ship enough so that they can lose both of theirs and return to base and there’s two more waiting every time. We should be building autonomous attack submarines to operate the literal regions and the near reaches to defend our shores. Due to the nature of the warfare that’s gonna require removing humans from the kill chain other than authorizing its individual missions. We really need to step up on this and figure it out fast. I wouldn’t try to think of them as robotic submarines without a kill chain and rather would think of them as torpedo range extenders that we authorize by launching.
But none of this is going to happen at least en mass. We are going to sit on our duffs watching reality TV worrying about Facebook likes and competing with family and friends in the Great Diabetes Marathon.
